1. किसी लोकतान्त्रिक देश को संविधान की जरूरत क्यों पड़ती है?

उत्तर- संविधान की जरूरत-

1. यह उन आदर्शों को सूत्रबद्ध करता है जिसके आधार पर नागरिक अपने देश को अपनी इच्छा और सपनों के अनुसार रच सकते है। 

2. यह ऐसे नियम निश्चित करता है जिसके द्वारा शासकों के हाथों सत्ता के दुरुपयोग को रोक जा सके। 

3. संविधान यह भी सुनिश्चित करता है की कोई ताकतवर समूह किसी दूसरे काम ताकतवर समूह या लोगों के खिलाफ अपनी ताकत का प्रयोग न कर सके। 

2. नीचे दिए गए दो दस्तावेजों के हिस्सों को देखिए । पहला कॉलम 1990 का नेपाल का है। दूसरा कॉलम नेपाल के ताजा अंतरिम संविधान में से लिया गया है। 

1990 का नेपाल का संविधान भाग-7 : कार्यपालिका	2007 अंतरिम संविधान भाग-5 : कार्यपालिका
अनुच्छेद 35: कार्यकारी शक्तियाँ नेपाल अधिराज्य की कार्यकारी शक्तियाँ महामहिम नरेश एवं मंत्रिपरिषद में निहित होंगी।	अनुच्छेद 37: कार्यकारी शक्तियाँ नेपाल की कार्यकारी मंत्रिपरिषद में निहित होंगी।

नेपाल के इन दोनों संविधानों में 'कार्यकारी शक्ति' के उपयोग मे क्या फ़र्क  दिखाई देता है? इस बात को ध्यान में रखते हुए क्या आपको लगता है कि  नेपाल को एक नए संविधान की जरूरत है? क्यों?

उत्तर - नेपाल को नए संविधान की आवश्यकता -

1. 1990 के संविधान में कार्यकारी शक्तियाँ राज्य के हाथ में केंद्रित हैं, जबकि 2007 के अंतरिम संविधान में सत्ता की कार्यकारी शक्तियाँ मंत्रिपरिषद के हाथ में रहेगी। 

2. हाँ, नेपाल को नए संविधान की जरूरत है, क्योंकि 1990 के संविधान में वे आदर्श निहित नहीं है जो नेपाल की जनता चाहती है। 

3. अगर निर्वाचित प्रतिनिधियों की शक्ति पर कोई अंकुश न होता तो क्या होता?

उत्तर- अगर शक्ति पर कोई अंकुश नहीं हो तो-

1. निर्वाचित प्रतिनिधि शक्तियों  का दुरुपयोग करते तथा अपनी मनमानी करते थे। 

2. वे किसी को भी डराने-धमकाने और दबाने की कोशिश करते और अल्पसंख्यकों की उपेक्षा करते। 

3. वे अपने निर्णय जनता पर जबरदस्ती थोपते जिस कारण से नागरिक अपने अधिकारों व स्वयंत्रताओं  का उपयोग नहीं कर पाते । 

4. निम्नलिखित स्थितियों में अल्पसंख्यक कौन है? इन स्थितियों में अल्पसंख्यक के विचारों का सम्मान करना क्यों महत्त्वपूर्ण है? इसका एक-एक कारण बताइए। 

क) एक स्कूल में 30 शिक्षक हैं और उनमें से 20 पुरुष हैं। 

ख) एक शहर मे 5 प्रतिशत लोग बौद्ध धर्म को मानते हैं। 

ग्) एक कारखाने के भोजनालय में 80 प्रतिशत कर्मचारी शाकाहारी हैं। 

घ) 50 विद्यार्थियों की कक्ष में 40 विद्यार्थी सम्पन्न परिवारों से है। 

उत्तर- क) महिलाएं अल्पसंख्यक हैं। महिलाओं के विचारों का सम्मान करना महत्त्वपूर्ण हैं, क्योंकि वे  भी पुरुषों के बराबर योग्यता रखती हैं एवं स्कूल में पुरुषों के बराबर ही भूमिका निभाती हैं। 

ख) बौद्ध अल्पसंख्यक हैं। उनके विचारों का सम्मान करना महत्त्वपूर्ण हैं, क्योंकि भारत में धर्मनिरपेक्षता का पालन किया गया है। इसलिए प्रत्येक समुदाय को अपनी संस्कृति की रक्षा और विकास करने का अधिकार हैं। 

ग्) मांसाहारी अल्पसंख्यक है। उनके विचारों का सम्मान करना महत्त्वपूर्ण है, क्योंकि प्रत्येक व्यक्ति को अपनी पसंद चुनने का अधिकार है। 

घ) गरीब परिवार के विद्यार्थी अल्पसंख्यक है। उनके विचारों का सम्मान करना महत्त्वपूर्ण है, क्योंकि सभी विद्यार्थियों को समान अवसर दिए जाने चाहिए। ताकि प्रतिभा का विकास हो सके। 

5. नीचे दिए गए बाए, कॉलम में भारतीय संविधान के मुख्य आयामों की सूची दी गई है। दूसरे कॉलम में प्रत्येक आयाम के सामने दो वाक्यों में लिखिए, कि आपकी राय में यह आयाम क्यों महत्त्वपूर्ण है-

शक्तियों का बंटवारा	सरकारों के तीनों अंगों विधायिका, कार्यपालिका तथा न्यायपालिका के बीच शक्तियों का बँटवारा इस प्रकार किया गया है की कोई अंग अपनी शक्ति का दुरुपयोग न कर सके।
मौलिक अधिकार	मौलिक अधिकार देश के सभी नागरिकों को राज्य की सत्ता के मनमाने और निरंकुश इस्तेमाल से बचाने के लिए दिए गए है।
संसदीय शासन पद्धति	देश के सभी वयस्क नागरिकों को अपने प्रतिनिधि चुनने का अधिकार दिया गया है।

4. The underprivileged are in a minority – Citizens cannot be discriminated against by their birth so their views have to be respected.

प्रधानमंत्री नरेंद्र मोदी ने वीडियो कॉन्फ्रेंसिंग के जरिए भारत और बांग्लादेश के बीच फेनी नदी पर बने मैत्री सेतु का उदघाटन किया। इसके अतिरिक्त पीएम ने त्रिपुरा में कई बुनियादी ढांचा परियोजनाओं का उद्घाटन और शिलान्यास भी किया। वर्ष 2009 से 2014 के बीच केंद्र सरकार से त्रिपुरा को केंद्रीय विकास परियोजनाओं के लिए 3500 करोड़ रुपए की मदद मिली थी। जबकि साल 2014 से 19 के बीच 12 हजार करोड़ रुपए से अधिक की मदद दी गई है।

अदाणी ग्रीन एनर्जी ने कहा कि उसकी इकाई अदाणी विंड एनर्जी कच्छ थ्री लिमिटेड (एडब्ल्यूईकेटीएल) ने गुजरात के कच्छ में 100 मेगावाट का पवन ऊर्जा संयंत्र चालू किया है। इस संयंत्र के चालू हो जाने के साथ कंपनी की कुल परिचालन क्षमता 497 मेगावाट तक पहुंच गई है। अदाणी ग्रीन एनर्जी लिमिटेड (एजीईएल) की कुल अक्षय ऊर्जा क्षमता 14,815 मेगावाट हो गई है। इसमें 11,470 मेगावाट ऐसी क्षमता है जिसके लिये ठेके दे दिये गये हैं और या फिर निर्माण के विभिन्न स्तरों पर है।

गूगल ने हाल ही में 'विमेन विल' वेब प्लेटफॉर्म लॉन्च किया जो ग्रामीण महिला उद्यमियों को कम्युनिटी सपोर्ट, मेंटरशिप और एक्सेलेरेटर प्रोग्राम में मदद करेगा। ये अंग्रेजी और हिंदी भाषाओं में है। गूगल के सीईओ पिचाई के अनुसार इसे खासतौर पर उन महिलाओं के लिए तैयार किया गया है जो Entrepreneurship करना चाहती हैं। गूगल ने इसे वर्चुअल गूगल फॉर इंडिया कार्यक्रम के तहत लॉन्च किया।

5.d. उत्तराखंड ✔️

उत्तराखंड में पहला वन चिकित्सा केंद्र खोला गया है। उत्तराखंड वन अनुसंधान की तरफ से कालिका रिसर्च सेंटर के पीछे जंगल में जापानी तकनीक पर आधारित देश के पहले हीलिंग सेंटर (वन चिकित्सा केंद्र) की स्थापना की गई है। यहां तनावग्रस्त लोग प्रकृति के बीच रहकर तनाव से मुक्ति पा सकते हैं। सेंटर बनाने का उद्देश्य तनावग्रस्त लोगों को तनाव से बाहर निकालने के साथ ही लोगों में जंगलों के प्रति लगाव पैदा करना है। प्रदेश में अपनी तरह का यह पहला प्रयोग है।

पी वी सिंधु ने स्विस ओपन सुपर बैडमिंटन टूर्नामेंट में रजत पदक हासिल किया है। महिला सिंगल्स फाइनल में सिंधू को विश्वड की तीसरी वरीयता प्राप्तह खिलाड़ी स्पेमन की कैरोलिना मारिन ने 21-12, 21-5 से पराजित किया। सिंधु ने सेमीफाइनल में डेनमार्क की मिया ब्लिशफेल्ड को 22-20, 21-10 से हराया था। सिंधू 13 टूर्नामेंट के बाद पहली बार किसी प्रतियोगिता के सेमीफाइनल में पहुंची थीं।

ऑस्ट्रेलिया की सरकार ने म्यांमार के साथ अपने रक्षा सहयोग को निलंबित कर दिया है और उस मानवीय सहायता को पुनर्निर्देशित करने का फैसला किया है जो ऑस्ट्रेलिया म्यांमार की सरकार को प्रदान कर रहा था। यह निर्णय म्यांमार सरकार के तख्तापलट और म्यांमार में ऑस्ट्रेलियाई नागरिक को हिरासत में लेने के बाद द्वारा लिया गया।
